When i got my first clock, I wanted yo listen to the chime and i turned the minute hand. It displayed 10 o'clock and striked 37 time. I will try to explain the problem in a nutshell: A semi circle drop and will come back up with the strikes. The semi circle is hold by a pin wich lock it so it doesn't fall down immediately and it appears the pin got stuck by dust or something else. The problem can (normally) be fixed by turning the minute hand to the next hour. And also a quick information, NEVER TURN THE HANDS CONTER CLOCKWISE !!! This can force or break the conting pieces and your problem could be persistent and fixing it can be very expensive.
Clock reparist here, There is a lever that activates the wheights. Maybe make sure it’s not up or make sure … you just kinda made it worse. Make sure the worm gear is correct and the snail.
That turning thing that moves left to right is called a pendulum it is where it connects to the escapement which moves the hand And if this happens go th the back of the clock and open the hatch And there should be a lead with a plastic ring tied pull it and call a repairman
The owner repaired it so probably the only way to repair it is oiling the gears @@KevinLyons-gn7eu because if it doesn't get a repair then it can either rust away

The pin has broken that stops the chime train after it chimes and strikes the correct hour. See a clock tech. It's a minor fix!
In situations like this you just put it on silent and call the repairman.
